This review will look at the challenges we have and any opportunities there may be in more detail and present a current view of the Museum and Heritage Service taking into account the Museums Association definition of a museum – ‘Museums enable people to explore collections for inspiration, learning and enjoyment. They are institutions that collect, safeguard and make accessible artefacts and specimens, which they hold in trust for society’. The outcome of this review will dictate the way forward, create the vision and strategy, which must include the following options:-

  • Assess the need for a museum in Watford, re-assess its purpose and value to the community;
  • Do nothing with business as usual (no investment);
  • Remain at Benskin House and re-assess the opportunity to seek lottery funding to improve the existing building, storage, displays and wider experience;
  • Relocate to a refurbished Watford Town Hall as part of the Town Hall Cultural Quarter (THCQ) project at the top of the town.
