The Acton Access Project at London Transport Museum

The Acton Access project aims to develop the London Transport Museum Depot at Acton into a cultural hub for the local community with global significance and broad appeal, supporting the Museum’s purpose: to ignite curiosity to shape the future.

The Museum is in the process of developing a long-term plan that embeds the Museum Depot into the local community, develops its profile as a sector and industry leader, and ensures it is integrated within the wider organisation.  We have developed a draft Vision and are now looking to commission an external freelance consultant or small agency to engage external stakeholders – largely from the local community – to further shape a long-term plan for Acton Access and develop sustainable stakeholder partnerships.

We envisage a series of showcase and focus group events and one-to-one discussions with stakeholder representatives, which will inform a report that summarises, analyses, and synthesises findings as well as puts forward recommendations for further shaping a 10-year plan.

Timeline

  • Early December: Inception meeting and plan agreed with Project Delivery Manager
  • Mid December: Consultant begins desk-based research and has discussions with staff as necessary
  • Early January – Early March: Consultation period
  • By 21 March: Produce raw data and first draft of report
  • Week Commencing 24 March: Present report to LTM staff and receive feedback
  • By 4 April: Submit a final edited report, presentation, and raw data.

Budget

The fee for this brief is £18,500 including VAT.  This includes any tax contributions and consultant expenses other than refreshments, materials, and stakeholder fees.

Person Specification

Essential

  • Knowledge & understanding of research and consultation best practices, particularly in a local community-focussed context
  • Experience designing & delivering consultation projects that focus on stakeholder representation and engagement, and partnership development
  • Experience designing and delivering consultation projects that focus on engaging community stakeholders with long-term strategic planning
  • Experience involving external stakeholders in strategic discussions and planning
  • An experienced facilitator, used to working with new groups of people to elicit proactive collaboration and sharing while ensuring equity of voice
  • Excellent communication skills (both written and verbal).
  • Experience with data analysis (particularly qualitative), evaluation, and report writing
  • Ability to manage own workload, work flexibly, and to tight deadlines.
  • Ability to be on-site in West London & at the Museum Depot to engage with LTM staff and stakeholders
  • Freelancer(s) should be registered as self-employed and responsible for their own tax status and National Insurance contributions.

Desirable

  • Understanding of local stakeholders through experience living or working in Ealing and Hounslow (especially W3 and W5); and/or organisational understanding of the Museum Depot through experience working with LTM
