Rochdale Town Hall – brief for an evaluator

Rochdale Town Hall is, without doubt, a building of the highest level of national importance. Its Grade I listing places it in the top 2.5% of buildings nationally and was described by the authoritative architectural historian Pevsner “as one of the dozen most ambitious High Victorian town halls of England…of rare picturesque beauty, boasting splendid interior schemes”.

The restoration of this historic building is a significant project for the borough of Rochdale, which not only aims to restore the building, but to give it back to the people. The project has just started its delivery stage, having been awarded a National Lottery Heritage Fund major batch grant. The project will last from 2021 to 2025, with construction up to August 2023.

Rochdale Borough Council is seeking to appoint an Evaluation Consultant to establish the baseline criteria for evaluation and to carry out regular evaluation, as set out in the NLHF documentation, over the five-year project delivery period.

The total project budget for the evaluation study is £25,000 ex. VAT.
